Fractional Data & AI Leadership · Solutions Architecture · Technical Program Delivery
I help companies that have data and AI projects but don't need — or can't yet justify — a full-time data executive. Thirty years across healthcare, federal, and financial services, with one consistent role underneath every job title: the person who translates between the business and the technical team, and makes the complicated thing actually work.
I'm not the deepest specialist in any single stack. I'm the one who moves fast into an unfamiliar environment, figures out what the business actually needs, and gets it delivered — whether that means using the tools you already have or making the case for the ones worth buying.
Services
Senior technical leadership without a senior headcount. Setting data strategy, standing up the function, hiring and mentoring the team, owning vendor and platform decisions.
Precedent: built ModoHealth's data engineering and analytics capability from zero to a 5-person team; recruited and led 7 data and AI engineers at Steampunk.
Practical adoption of generative AI where it actually pays off — evaluating tools, building production pipelines, and compressing delivery timelines without abandoning engineering standards. Not strategy decks; shipped systems.
Precedent: cut client onboarding from 3–6 months to 5–8 weeks across 4 concurrent implementations; built a Cortex AI contract-parsing pipeline that took processing from ~1 hour to under a minute; led a production RAG/LLM application for a federal agency.
Governance that people actually use — catalogs, metadata standards, access controls, and compliance documentation, designed around the tools your stakeholders already have.
Precedent: delivered CBP's Data Governance Roadmap and an enterprise catalog spanning 50+ stakeholder groups — still in active use and expanding a year after handoff; implemented Azure Purview at ModoHealth; drove HIPAA/HITRUST compliance work at two organizations.
An honest read on what you have, what it's costing you, and what to do about it — followed by a sequenced plan someone can actually execute.
Precedent: 6 partner-organization cloud migrations covering 250,000+ members; legacy mainframe to modern MPP architecture at OneMain (400% capacity increase, >$250K in negotiated savings); legacy-to-Databricks modernization design for a federal agency.
Getting systems that weren't built to talk to each other to exchange data reliably — APIs, pipelines, healthcare interoperability, third-party integrations.
Precedent: HL7 FHIR API platform (Mirth Connect) connecting physicians, suppliers, payers, and manufacturers; Workato integration jobs spanning SFTP ingestion, contract intake, and automated reporting with alerting.
Stepping into a hole in the org chart — a departed lead, a stalled program, a single point of failure — and keeping delivery on track while you hire.
Precedent: took over client and project management during a critical PM turnover at Ludi, running stakeholder meetings and renegotiating scope to protect deliverables.

How Engagements Work
A few hours a month. Architecture review, technical decision support, a second opinion before you commit to a platform or a hire.
Ongoing, typically 1–2 days per week. Standing leadership for a team or program that needs senior direction but not a full-time executive.
Fixed scope and timeline. Assessment, roadmap, governance stand-up, migration, or a specific build.

30 years spanning DBA, systems administration, architecture, and executive data leadership. Most recently Sr. Data Architect at Ludi and Data Architecture Manager at Steampunk (federal — U.S. Customs and Border Protection), previously VP of Data Solutions at ModoHealth and DBA Manager at OneMain Holdings.
